About the Role

Lead the creation of a regional observatory that monitors, documents, analyzes, and disseminates information on civic space conditions and pro-democracy actors across the Horn of Africa to strengthen evidence‑based advocacy and democratic governance.

Responsibilities

Develop a regional civic space monitoring framework
Design and deploy the Horn Civic Space & Pro-Democracy Actors Observatory
Conduct regional civic space analysis and produce knowledge outputs
Facilitate regional learning, collaboration, and cross‑learning initiatives
Produce policy-oriented reports and evidence-based recommendations
Manage stakeholder mapping and engagement strategies
Support digital platform development and database deployment
