Lead the design, execution, and reporting of a comprehensive baseline survey to assess employment markets and training capacities in Mekelle, Tigray. The consultant will manage all research phases, produce detailed reports, and coordinate stakeholder validation activities.

- Collect and analyze quantitative and qualitative data
- Prepare inception and final reports
- Coordinate with Helvetas and partner staff for validation workshops
