Lead the design and implementation of a full MERL system from scratch for EthiopiaAI, ensuring robust monitoring, evaluation, research, and learning processes that inform decision‑making and impact measurement.
Responsibilities
- Refine Theory of Change and Logical Framework
- Develop comprehensive MERL framework and indicators
- Draft master MERL manual and SOPs for data collection and QA
- Create annual workplan aligned with project timeline
- Design surveys, interview guides and dashboard wireframes
- Establish learning agenda and reflection mechanisms
- Report to Programme Lead
