The role leads the procurement and customs clearance functions for ERCS, ensuring efficient, transparent acquisition of goods and services while maintaining compliance with policies and regulations.
Responsibilities
- Plan, coordinate, direct, and supervise procurement and customs clearance activities.
- Procure goods, works, and services for all ERCS programs cost‑effectively.
- Evaluate and improve procurement systems and policies.
- Oversee local and international bidding processes and ensure compliance with regulations.
- Maintain supplier relationships and an updated database of suppliers.
- Manage procurement-related financial transactions and payments.
- Coordinate customs clearance for imported goods and donated items.
- Prepare technical specifications, conduct bid analysis, and manage capital/consumable goods procurement.
- Monitor movement of procured goods to warehouses and verify receipts via GRN.
- Conduct performance evaluations, provide coaching, and recommend training.
